“Notice of Receipt of Ballot Title.”  On August 14, 2018 the North Bend City Council adopted Resolution 3250 referring a City Measure (increase existing public safety fees by $10 per month dedicated to police and fire department operations) to the voters at the general election on November 6, 2018.  On August 15, 2018 the following ballot title was filed with the Elections Officer of the North Bend: BALLOT TITLE Caption: Public Safety Fee Increase for Police and Fire Department Operations Question: Shall City of North Bend increase Public Safety Fees by ten dollars per month to fund Public Safety Department Operations? Summary: A “yes” vote approves increasing funding dedicated to Public Safety (Police and Fire Department) operations through a $10 dollar increase to the existing Public Safety Fee in North Bend. The increase will make the monthly fee $25.  The $10 fee increase is estimated to raise $540,900 annually. Funds raised will be dedicated solely for police and fire department operations. Funds collected by this fee will not be used for other city departments or city expenses.  The total amount of property taxes collected by the City of North Bend is $ 3,947,797.  The cost of providing police and fire service at the current levels is $5,281,357.  Public safety services costs $1,333,560 more than the city receives in property taxes.  The proposed $10 per month increase when added to the existing Public Safety Fee will raise $1,352,250 reducing the property tax shortfall in the public safety departments. Any elector who is dissatisfied with the ballot title may petition the Circuit Court in Coos County to  review the ballot title. The petition must name the City of North Bend Council as the respondent and state the reasons the title filed with the Court is insufficient, not concise, or unfair. The  petition for review must be filed with Circuit Court in Coos County no later than 5:00 p.m. on Friday, August 24, 2018. Any elector filing a petition to review the ballot title must provide written notification to the Elections Officer of the City of North Bend no later than 5:00 p.m. on the first business day after the petition is filed with the Circuit Court.
