On Thursday, May 9th, 2019 at about 12:51 AM, Lincoln City Police Officer Torin Liden initiated a traffic stop on a white 2000 Subaru sedan in the area of Hwy 101 and the “D” River Wayside State Park for an observed traffic violation. The driver of the Subaru pulled into the “D” River Wayside State Park and stopped. The officer contacted the driver and only occupant of the vehicle and identified him as 27 year-old Jacob Ivan Sutter of Lincoln City. The officer had a wants and driver’s license check conducted on Mr. Sutter which showed Sutter’s driver’s license was suspended-violation. In addition, it was learned there was an active felony warrant issued for Sutter’s arrest for probation violation for burglary II and stalking. As this information was being dispatched over the radio, Sutter jumped out of the vehicle, ran down to the beach and fled northbound on foot. The officer did not give immediate pursuit, but instead provided responding officers with a good description of Sutter and watched Sutter as he crossed the “D” River and continued to run northbound behind the Sea Gypsy hotel. Other Lincoln City Police officers, as well as a Lincoln County Sheriff’s sergeant and an Oregon State Police trooper responded to the area and set up a perimeter while waiting for additional Lincoln County Sheriff’s Deputies along with K-9 Nix to respond to assist. Once the Sheriff’s K-9 arrived on scene, she began to track the fleeing suspect north bound behind the hotels and along the beach front area. K-9 Nix tracked the suspect for some distance before locating Sutter hiding in thick brush about 20 feet up the embankment. Once Sutter realized that he had been found and that a K-9 was on scene, he complied with verbal commands and surrendered without incident. Lincoln City Police escorted Sutter back to a beach access location where he was secured in a Lincoln City Police patrol vehicle and transported back to the original stop location. Jacob Ivan Sutter was subsequently transported to the Lincoln County Jail and lodged there on the charges of Misdemeanor Eluding on Foot, Escape III and on the Felony Warrant for Probation Violation. He was also issued a citation for Driving While Suspended-Violation and Driving Uninsured. No injuries were reported as a result of this incident.
