News release city of coos Bay. On July 19, 2016, the Coos Bay City council changed the hours that Mingus Park is open for use. Mingus Park was open 24-hours, but Mingus Park is now open from dawn until 11 p.m. daily. The new hours become effective when signs with the new hours are installed at entrances into the park. The signs are expected to be posted in approximately 30 days.
