On Tuesday, February 13th, members of DINT arrested 20 year old Matthew Lay of Roseburg. The arrest took place in the 1500 block of NE Stephens Street in Roseburg at approximately 1:00 PM. Lay was charged with Unlawful Possession and Unlawful Delivery of Methamphetamine, as well as a Parole Violation. Lay was in possession of a high quality guitar he was trying to trade for methamphetamine. DINT detectives believe the guitar to be stolen.
