Heroin Dealer Sentenced in Coos Co., March 4

News release from SCINT. February 9th, 2015 Andrew Rust DEVILLERS was sentenced on three counts of Unlawful Possession of Heroin and one count of Unlawful Delivery of Heroin. The sentence flows from three different incident dates. On May 23d, 2014 a Coos Bay Police Officer observed a white Cadillac near the empire boat works. Given the location and the time of evening, the officer contacted the sole occupant of the car, Andrew Devillers. The officer subsequently searched the car and discovered what he believed to be heroin paraphernalia. Devillers’ explanation of the origins of the paraphernalia did not coincide with the officer’s observations. Six days later, on May 29th, 2014 an Oregon State Trooper stopped a white Cadillac after it was observed speeding. The trooper also observed Devillers throw lit material on Highway 101 adjacent to the forest. During the stop the car was searched and heroin paraphernalia was located. On this particular date, Devillers claimed the heroin paraphernalia belonged to his brother. On August 5th, 2014 a Douglas County deputy stopped a white Cadillac operated by Andrew Devillers near Tugman State Park for illegal tinted windows. Devillers’s license was suspended. While waiting for a valid driver to retrieve the car the Cadillac was searched. During a search of the car a scale, used and new tinfoil associated with heroin was located. A Coos County deputy arrived on scene to assist and Devillers was standing near the front bumper of his car. When Devillers was contacted again outside the car the deputy noticed a plastic bag near the front bumper of Devillers’ car. The bag contained two black tar heroin balls weighing approximately 3.4 grams. SCINT detectives continued the investigation. The SCINT investigation revealed Devillers was traveling to Portland for his heroin and would transport drugs from Portland to the Coos County area. After a two day bench trial on February 5th and 6th, the defendant was found guilty of all charges. Devillers was sentenced to the Oregon Department of Corrections for 29 months on the Unlawful Delivery of Heroin followed by 36 months post prison supervision.
