News release City of Coos Bay. Starting Tuesday, August 8, 2017 at 7:00 am, Empire Blvd contractor will begin paving Empire Blvd just north of Fulton Avenue to Wisconsin Avenue. One lane will be open for travel. Traffic control will be maintained by flaggers, so please be alert while maneuvering through the construction zone. Business access will be maintained throughout the limits of the project, and local residence will maintain access to their residence.
