City of Coos Bay news release. The City of Coos Bay authorized Billeter Marine, LLC to perform a sanitary sewer line replacement project located along North 4th Street and Highland Avenue. On September 8, 2017, the crew will begin saw-cutting the road, and the construction will begin early October. The construction hours will be 7:00 am to 6:00 pm Monday through Friday, and no parking will be allowed within the project limits. The road will be closed during the day, but opened after 6:00 p.m. and on the weekend. Drivers and pedestrians are advised to please exercise caution within the construction zone.
