The Oregon State Marine Board seeks written public comment on proposed changes to the Aquatic Invasive Species Prevention Permit Program as it relates to carriage requirements for liveries (rental businesses). The Board approved opening the rulemaking process during its quarterly Board meeting held in October. The proposed rule change will exempt nonmotorized liveries from AIS permit carriage requirements. All rental facilities, with boats clearly labeled with their livery name, will be issued a Certificate of Compliance for all of their rental fleet within a discounted pricing schedule. This proposed rule amendment also creates a more streamline process for compliance inspection by law enforcement. Written comments will be accepted until November 30, 2017 by 5 pm and can be submitted via email to osmb.rulemaking@oregon.gov or by U.S. mail to: June LeTarte, Administrative Rules Coordinator, Oregon State Marine Board, 435 Commercial Street NE, Suite 400, Salem, OR 97301. Comments via telephone will not be accepted. To view the proposed rule language, visit http://www.oregon.gov/OSMB/info/Pages/Rulemaking-and-Public-Notices.aspx.
