Couple Arrested on Theft charges, Sept. 14

On 9-10-18 at about 11:47 hours, Officer Claunts was dispatched to a car clout in the area of the Agnes Creek Trail area on SW Bard Rd. The Complainant/Victim reported she had parked the car at the Agnes Creek Parking lot and went for a walk. Upon returning to her vehicle the victim observed a male subject breaking into her vehicle and then leaving the area in a blue and white Ford pick-up. The pick-up was reported to have gone west on SW Bard after the scene. Officers responded to the area, but were unable to locate the suspect pick-up. Officer Claunts contacted the victim for statement and photos, while Officers Craig and Anderson search the area. Code Enforcement Officer Craig Grabenhorst advised by radio he had spotted a vehicle matching the description of the suspect vehicle and occupied by a male and female. The suspect vehicle was turning onto Logan Rd and then into the Safeway parking lot. Officer Anderson and Sgt. Escalante arrived in the area about the same time and made contact with the suspects and vehicle. Officers could see in plain view stolen personal items identified by the victim. Subsequent interviews and investigation led to the arrest of both suspects. Additional investigation revealed the pickup they were driving was listed as stolen out of Clackamas County. Arrested were Pieter Roos, age 29, and Kristen Hall, age 24. Both were arrested for numerous charges including Unauthorized Use of a Motor Vehicle, Possession of Controlled Substance Felony, Possession of a Stolen Vehicle, Possession of Stolen Property and Fraudulent Use of Credit Cards to name a few. Hall and Roos were taken into custody and lodged at the Lincoln County Jail. Due to finding numerous pieces of mail and credit cards belonging to different people and the Lincoln County Sheriff’s investigation of a large number of car clouts where the suspect vehicle was a blue and white pick-up, this investigation continues. Anyone with information regarding these thefts is asked to contact Lincoln City Police Department at 541-994-3636.
