Eugene Male arrested on Sex Abuse Charges, August 4

Oregon State Police (OSP) Criminal Investigations Division arrested a 55-year old Eugene man who is a registered sex offender on allegations that he provided marijuana and alcohol to a 15-year old female and sexually abused the victim.  On July 31, 2014, an OSP detective received information from the victim that MELVIN “BUD” RICHARD STOUT JR, age 55, from Eugene, provided marijuana and alcohol for her consumption on more than one occasion, including at a party in June 2014 in the Crow-area. Subsequent investigation led to confirmation of the allegations including that STOUT exchanged sexually explicit photographs with the victim and sexually abused her the night of the June 2014 party.  STOUT was arrested July 31st at his Eugene home. He was later lodged in the Lane County Jail on the following charges:  * Sex Abuse in the First Degree; * Online Sexual Corruption in the First Degree; * Endangering the Welfare of a Minor; * Unlawful Delivery of a Controlled Substance – Marijuana to a Minor.  STOUT is a registered sex offender in Oregon based upon a 1996 conviction for Sex Abuse in the First Degree. He did not qualify for notification as a predatory sex offender and was in compliance with his annual registration requirement.  OSP is asking to hear from any possible other victims or witnesses with information related to this investigation.
