The North Bend City Council will meet on Tuesday, Nov. 8, 2022, City Council Chambers, City Hall. Regular Session Agenda: Call to Order and Pledge of Allegiance; Ceremonial: American Legion Recognition of Police & Fire; Staff Recognition: Haley Lagasse, Library Director – 5 Years of Service; Veterans Day Proclamation; Consent Calendar: Approval of the Minutes from October 25, 2022; DRAFT October 25, 2022 Minutes; Acknowledgement of the Bills from October 2022; Legislative File; October 2022 Bills; Event Tent Purchase. The City Council approved $15,000 toward the purchase of an event tent in its FY23 Budget. This is listed in the General Fund/Parks Expenditures (01-16) as a one-time capital outlay. Staff also applied and received a $30,000 grant toward the purchase of the event tent from Travel Southern Oregon Coast. TSOC stated, “We feel the City of North Bend’s event tent will be an asset to the region and help enhance tourism activities and events.” The tent will initially be used to house the synthetic ice-skating rink between the Thanksgiving and Valentine’s Day holidays. The city solicited quotes for a tent that would meet Oregon’s fire safety and building codes, and withstand the coast’s inclement weather. Key Event Services in Tualatin, Oregon, was the most responsive bidder. Legislative File; 2022 11 08 Event Tent Purchase; Purchase and installation of Police marking decals for three (3) new 2022 Dodge Durango Patrol vehicles. Legislative File; Inv 5224308 from BNT PROMOTIONAL PRODUCTS 14364; Memorandum of Understanding between CCD Business Development Corporation (CCD) and the North Bend Public Library: CCD Business Development Corporation (CCD) received funding under Oregon House Bill 2345 and from The Ford Family Foundation (HB 2345 – FFF funds) to assist eligible tribes, cities, counties, special districts, and non-profit organizations within our service region. These programs are designed to provide Project Development, Resource Prospecting, Grant Writing, Grant Administration, Need-based Mentoring, and Grant Readiness Assessment services. CCD will provide the above services to the North Bend Public Library (as a department of the City), as outlined in this Memorandum of Understanding. Legislative File; MOU CCD NBPL grant assessment final; Coquille Tribe | CEDCO Municipal Services Agreement: The Coquille Indian Tribe submitted and had approved a Fee-to-Trust Application with the Bureau of Indian Affairs for Lot 4 of the Ko-Kwel Wharf property (aka The Mill Casino RV Park). The Tribe has requested to secure specific municipal services from the City for its property as of the effective date of its Fee-to-Trust status, which is October 24, 2022. Presented is an agreement for municipal services in exchange for payment of a fee, often referred to as a PILOT or Payment in Lieu of Taxes for Lot 4 of the Ko-Kwel Wharf property. The Tribe currently pays approximately $39,825.88 in property taxes to the City of North Bend and the Urban Renewal Agency. The attached agreement is for $50,000 per fiscal year, and is pro-rated for the first year given the Tribe has paid its property taxes through June 2023. Upon execution of the agreement, the Tribe will owe roughly $7k to cover October 24, 2022, through June 30, 2023. The agreement will run through June 30, 2027.
