Attempted Murder Charge, Sept. 29

On Monday, September 11, 2017, the Douglas County Sheriff’s Office, with the assistance of the Sutherlin Police Department, began an investigation of a reported shooting near Sutherlin. Curtis Endicott, a Douglas County resident reported he was shot by an unknown male, whom he had met earlier in the day. Endicott reported the two had discussed the sale of a RV at a park in the Roseburg area and then went to the area of Parkhill Road in Sutherlin to look at the RV. While showing the RV to the subject, the subject shot Endicott with a handgun. Endicott was able to run away and call for help. Endicott was taken to Mercy Medical Center where he was treated for a gunshot wound which was not life threatening. Detectives from the Sheriff’s Office were able to identify 48 year-old Kelly Lee Starnes of Pittsburg, California as the suspect in the shooting. It was learned Starnes had recently come to Douglas County from California and was staying with the family of his girlfriend. On Friday, September 22, 2017, Starnes was arrested without incident during a traffic stop in Roseburg. The Sheriff’s Office then served a search warrant at the residence where Starnes was staying in the 5000 Block of Buckhorn Road, Roseburg. During the warrant service, a gun was seized as evidence. Also found during the search warrant was a small amount of methamphetamine. Starnes was lodged at the Douglas County Jail on charges of: Attempted Murder, Assault II, Unlawful Use of a Weapon, Felon in Possession of a Firearm, Menacing, and Unlawful Possession of Methamphetamine.
