Caregivers Arrested in Southern Oregon, July 31

On January 20, 2017, the OSP Major Crimes Section received information from the Department of Human Services (DHS) Adult Protective Services concerning the financial exploitation of an 83 year old Grants Pass resident perpetrated by his hired caregiver. A nearly 5 month joint investigation between OSP and DHS revealed the caregiver and her husband stole approximately $50,000 from the victim over a course of 2 years. The caregiver and her husband used the victim’s credit card and checking account to purchase and pay for such items such as vet bills, utility bills, cellular phone service, liquor, concert tickets and a used car from a local car dealership. On July 26, 2017, a Josephine County Grand Jury indicted Martha COGHILL, age 48, and her husband Donald COGHILL, age 55, both residents of Grants Pass on multiple charges related to the investigation. On July 27, 2017, as a result of a joint effort between the Oregon State Police and the Jackson County Sheriff’s Office, Martha and Donald COGHILL were arrested as they attempted to enter the County Crossing Music Festival with tickets they had purchased using funds from the victim’s accounts. Martha COGHILL was lodged at the Jackson County Jail on the following charges: Criminal Mistreatment in the First Degree (5 counts); Theft in the First Degree (2 counts); Aggravated Theft in the First Degree (3 counts). Donald COGHILL was lodged at the Jackson County Jail on the following charge: Theft in the First Degree (1 count).
