Central Coast Elude, March 1

On 2/28/2018 at about 8:15AM Lincoln City Police responded to a complaint of a vehicle illegally parked on NE Port Lane off of NE Logan Road in Lincoln City. Officer Greene found two individuals apparently sleeping in the backseat of the vehicle and attempted to identify them. Officers Delugach and Craig arrived on scene to assist and it was discovered the vehicle was recently stolen out of Multnomah County. The officers then attempted to take the individuals out of the car but the male did not comply with the officer’s orders. He jumped into the driver’s seat and drove away from the scene striking a patrol vehicle in his attempt to escape. The suspects attempted to elude the officers by driving south on Voyage Ave and then turned into the Chinook Winds Golf Course. The suspects fled into the main parking lot at the golf course clubhouse and then onto the golf cart path below the clubhouse. They then drove across a golf course fairway and continued east on NE 50th Street. The officers were able to box the vehicle in at NE 50th and NE Zephyr Ct. when the stolen vehicle became high-centered after leaving the pavement near the 12th tee. The male and female suspects then attempted to flee on foot into the heavy brush and a ravine. The female, who was barefoot, was quickly apprehended, but the male suspect disappeared into the thick brush. Additional officers quickly arrived on scene and helped set up a perimeter and called for the assistance of Deputy Carter and his K9 Bonnie. K9 Bonnie led Deputy Carter and Officer Greene to the male suspect who was hiding in the brush and ravine west of the 12th tee and was taken into custody without further incident. The male was subsequently identified as Alan Dean Coulter, age 42, of Portland, OR. He was lodged at the Lincoln County Jail for Felony Attempt to Elude, Unauthorized Use of a Motor Vehicle, Misdemeanor Attempt to Elude, Driving While Suspended Misdemeanor, Possession of a Stolen Vehicle, Giving False Information to a Police Officer and Criminal Mischief. Coulter also had outstanding arrest warrants for Felony Parole Violation out of Clackamas County and a misdemeanor warrant for Theft III out of Multnomah County. The female was identified as Nicole K. Hallanger, age 22, of Gresham, OR. She was arrested and lodged at the Lincoln County Jail for Possession of a Stolen Vehicle and Misdemeanor Attempt to Elude. The investigation is ongoing and further charges may be filed.
