City of North Bend Adopts Regulations on Homeless Camping, May 30

City of North Bend release – At its May 23, 2023 meeting, the North Bend City Council adopted Resolution No. 3334, designating approved campsite locations within the City of North Bend, to take effect July 1, 2023. The Resolution addresses the “time” and “place” portions of HB3115, enacted by the Oregon Legislature during its 2021 session. The Council previously adopted Ordinance No. 2069, which addresses the “manner” portion of the state law. The Council agreed to review the status of Ordinance No. 2069 and Resolution No. 3334 at its first work session in August 2023. While this crisis is daunting, North Benders need to know there are practical approaches to getting folks off the street and into housing, and staff and your elected City Council members are pursuing them. North Bend wants to be transparent in giving the public insight into how the city collaborates with its partners to create facilities, programs and services to help people end their homelessness. The North Bend City Council hereby designates the following camping sites as approved locations for the act of sitting, lying, sleeping, or keeping warrn and dry, within the City of North Bend. Harbor Avenue between Virginia Avenue and Washington Avenue between the hours of 10:00 p.m. and 7:00 a.m.; Union Avenue between Califomia Avenue and Connecticut Avenue between the hours of 8:00 p.m. and 7:00 a.m.; California Avenue between Meade Street and McPherson Street between the hours of 8:00 p.m. and 7:00 a.m.; McPherson St. between Califomia Avenue and Virginia Avenue between the hours of 8:00 p.m. and 7:00 a.m. EFFECTIVE DATE: This resolution becomes effective July l, 2023.
