Report from the City of Coos Bay.  Council Meeting Date:  May 6, 2014 – Council Action Taken:  Unanimous vote of the Council to approve the South Coast Community Foundation, ratify the current foundation bylaws, and ratify the appointments of Bill Lansing, Joanne Verger, and John Whitty as the initial directors.  Discussion of Issues:  City Attorney Nate McClintock provided analysis that the proposed bylaws are consistent with the Oregon Public Meetings law.  Other discussion and points discussed:  There will be four members of the organization including Coos County, the cities of North Bend and Coos Bay, and the Oregon International Port of Coos Bay.  No action was taken to appoint the member representative at the meeting.  Mayor Comments:  Mayor Shoji limited the testimony to residents, property owners, and businesses that are stakeholders in Coos Bay.  “We have not yet heard from our citizens — the people who elect this Council and pay taxes to support this City. Tonight, we will hear from them,” she said.  “We appreciate the involvement of Councilors Jennifer Groth and Mark Daily on the work group that produced the final proposed version of the bylaws, and all of the input from all around the region that we have had.”  Other Comments:  Councilor Jennifer Groth, who served as the chair of the work group for Coos County, the cities of North Bend and Coos Bay, and the Port made the motion to approve the City as a member.  “There have been 29 revisions of the bylaws.  It is now time to move forward,” she said.
