The Oregon Department of Environmental Quality has fined First Student Inc. $5,100 for discharging muddy stormwater to a wetland adjacent to its school bus depot facility at 19205 Highway 101 in Rockaway Beach, Tillamook County. The violation occurred Nov. 21, 2013.
