On September 4, 2020, at approximately 8:14 pm, Lincoln County Sheriff’s Office deputies responded to a reported domestic disturbance between a male and female occurring in the 400 block of NE Commercial St, Waldport, Oregon. The caller reported the male was the aggressor and was reportedly yelling at the female. Deputies arrived at the location and contacted 35 year old Joseph Michael Orsborn of Waldport. Deputies on scene conducted an investigation and per the involved female’s request, Mr. Orsborn was trespassed from the property. Mr. Orsborn was advised he was no longer allowed on the property and could face criminal charges if he returned. The involved female remained at the location and secured the building. Later that night, at approximately 11:46 pm, Dispatch received another report of Mr. Orsborn returning to the location and causing a disturbance by pounding on the door and windows. An additional witness reported Mr. Orsborn was now in possession of two hunting style rifles. Mr. Orsborn was reportedly holding one rifle in his hand and had the other slung on his back. Mr. Orsborn was reportedly standing inside the doorway of the building he was previously trespassed from. Deputies made multiple attempts to establish communication by phone with the female involved from the earlier incident but were unable to get a response. Due to the limited information received and the inability to establish communication with the involved female, several deputies and an Oregon State Trooper formulated a high-risk response plan and responded to the location. Upon arrival, Mr. Orsborn was seen standing inside the building, holding one rifle, and carrying another on his back. Mr. Orsborn immediately exited the building toward officers and was given commands to drop the rifles. Mr. Orsborn complied and set the rifles down on the ground outside the building. Mr. Orsborn was subsequently taken into custody without incident. Both rifles and ammunition were seized and collected for evidence. The female was found unharmed, inside the location. Investigation determined Mr. Orsborn owned the rifles and had left them inside the location prior to being trespassed. Mr. Orsborn returned to the location after being trespassed and demanded his property which included both rifles. The female reported she did not invite Mr. Orsborn back. The female reportedly grew tired of hearing Mr. Orsborn yelling outside of the building and unlocked the door to give him his property. Mr. Orsborn proceeded to remain unlawfully at the location despite being asked to leave several times. Mr. Orsborn was transported to Lincoln County Jail where he was lodged for Disorderly Conduct II, Criminal Trespass II and Criminal Trespass with a Firearm (x2).
