ROSEBURG, Ore. – An arrest has been made in the fatal hit and run incident which occurred on Wednesday, January 15, 2020, in the 5000-block of NE Stephens Street. Detectives identified the driver of the vehicle which struck 46-year-old Stephen Bruce Galindo of Roseburg as 53-year-old Hedge James Jarvis of Winchester. Jarvis, through his attorney, reported to the Sheriff’s Office on April 16, 2020 that he was the driver of the vehicle. The investigation has been completed and Jarvis was arrested on Thursday and lodged in the Douglas County Jail for Failure to Perform the Duties of a Driver to an Injured Person, a Class B Felony.
