News release City of Coos Bay. Beginning Friday, July 21, 2017 at 7:00 am, Empire Blvd contractor La Duke Construction will begin cold planning areas of Empire Blvd. to prep the road for new pavement. Cold planning is a method of grinding the existing asphalt to allow for a smooth transition for when the new pavement is installed, which will begin August 1, 2017. Traffic control will be maintained by flaggers. Please be alert while maneuvering through the construction zone. Business access will be maintained throughout the limits of the project, and local residence will maintain access to their residence.
