News release City of Coos Bay. The City of Coos Bay has commenced construction of a new wastewater treatment plant at the northeast corner of Fulton Avenue and Empire Boulevard. The construction has been ongoing for several months now, and it is anticipated to be complete September 2018. Wednesday night, August 16th, the contractor began working past 6:00 pm.
