On March 1st, 2016 troopers from the Oregon State Police Grants Pass Area Command responded to the report of a head on crash involving two vehicles on SR 238 (Williams Hwy) in Grants Pass. As a result of the crash, one of the drivers, identified as Pamela Jean HOWARD, age 63, of Applegate, was pronounced deceased at the scene. OSP continued the investigation into the crash and on December 15th, 2016 a grand jury indicted the driver of the offending vehicle, Kandice Dawn GARCIA, age 33 of Murphy, on one count of Manslaughter in the First Degree and DUII. On the evening of December 20th, 2016 GARCIA was taken into custody by the Oregon State Police on a warrant listing the above charges and lodged at the Josephine County Jail.
