Oregon State Police (OSP) troopers are continuing the investigation into Sunday afternoon’s single vehicle crash, which resulted in a fatality on Lower River Road, near Grants Pass. At approximately 3:20 p.m., OSP Troopers were dispatched to investigate a domestic disturbance complaint at the White Horse Park, 7501 Lower River Rd., Space #26, in Grants Pass. Moments later, troopers were notified that an involved person, later identified as 59-year-old DONALD RICHARD PHILLIPS JR., had left the scene and was reportedly driving under the influence of intoxicants. Shortly thereafter, troopers were notified of a crash at 7393 Lower River Rd., in Grants Pass, where a single vehicle left the roadway and struck a tree. The car’s driver, DONALD RICHARD PHILLIPS JR., was ejected from the vehicle and died at the scene. Preliminary evidence indicates he was not wearing a seatbelt at the time of the crash, and no passengers were in the vehicle with him. No other vehicles were involved in the crash. The highway remained open during the investigation. Next of kin have been notified.
