News release CCSO. On 2/22/17 at about 1722 hours, Coos County Sheriffs Deputies responded to a report of a Hit and Run at the Kozy Trailer Park in Lakeside. It was reported that Charles Hess of Lakeside was driving a Ford F150 Pickup and struck a parked vehicle owned by Stephen Bettelyoun of Coos Bay. Mr. Hess fled the scene on foot but was located nearby shortly after he fled. Charles Hess was arrested for the initial charge of Hit and Run property damage. During the apprehension of Mr. Hess he was combative and assaultive towards the Deputies and injured one Deputy. Deputy Ernie Mitchell, a 17 year veteran with the Coos County Sheriff’s Office received an injury to his leg, breaking it when he was struggling with Mr. Hess, attempting to place him into custody. Charles Hess was eventually subdued and is being charged additionally with Interfering, Resisting Arrest and Assault on a Public Safety Officer. Charles Hess was transported to the Coos County Jail where he was lodged. Deputy Mitchell was transported to Bay Area Hospital for treatment of his injury.
