The victim in Tuesday afternoon’s fatal hit & run on Libby Drive has been identified. According to a news release from Coos Co. District Attorney R. Paul Frasier, 81-year old Brian Barkwell, of Coos Bay, was killed near Lapping Lane about 4:30 p.m. when he was struck by a minivan operated by 52-year old Edward Todd Tandy Hume, identified as a transient. Hume, who turned himself in after police located the suspect vehicle, has been charged with two-counts of Felony Failure to Perform the Duties of a Driver to an Injured Person. DA Frasier says, “each count alleging a different legal theory pertaining to the death of Mr. Barkwell. Both counts are B Felonies under Oregon Law, and are punishable by a maximum sentence of ten years in prison. The actual sentence will be governed by the rules of the Oregon Sentencing Guidelines. As both counts pertain to the same act, Mr. Hume can only be sentenced on one of the counts if he were to be convicted of both.” DA Frasier has also filed a charge of Tampering with Physical Evidence, an A misdemeanor with a maximum punishment of up to one year in the county jail. Hume will be arraigned Thursday morning, Oct. 1, 8:15 a.m. in front of Judge Richard Barron at the Courthouse in Coquille.
