A 42-year old Vancouver, WA woman who drowned her two-year old daughter and slit the throat of her teenage daughter during a visit to Cannon Beach back in the Summer of 2014, was sentenced to life in prison with a minimum 40-years served by a Clatsop Co. judge Thursday, Aug. 25, in Astoria. Jessica Smith showed no emotion as the sentence was read.
