Meth Bust, Douglas Co., March 31

On Tuesday, March 29th, 2022, at approximately 8:30 PM, detectives with the Douglas Interagency Narcotics Team (DINT) contacted a subject in parking lot of Wal-Mart at 2125 NW Stewart Parkway in Roseburg. Detectives contacted the subject due to their suspicion that he was involved in drug dealing at that location. Drug detection K-9 “Trapper” was applied to the vehicle and he alerted, indicating the presence of narcotics inside. As the man was exiting his vehicle to talk with detectives, a ziplock bag containing a substantial quantity of suspected crystal meth fell onto the ground at his feet. A search of the man and his vehicle revealed more methamphetame, a set of scales used for weighing methamphetamine, cash, and other drug paraphernalia. A total of approximately 90 grams of suspected methamphetamine was seized. 60 year old Randolf Phillips, of Roseburg, was arrested and lodged at the Douglas County Jail on charges of Possession and Delivery of Methamphetamine.
