On Tuesday, July 23rd, 2019, the City Public Hearings Officer held in the City Council Chambers the public hearing on appeal of Planning Commission’s decision to approve with conditions Case File Nos. FP 2-18/CBE 3-18, consolidated applications for Floodplain Development permit and Estuary Management review to allow a subsurface interstate natural gas pipeline in the Heavy Industrial (M-H) zone district. Numerous people commented on the proposal. Most comments were in opposition to the proposal but there were some for and, also, neutral to the proposal. Action: The Hearings Officer left the record open for the submittal of additional argument, evidence, and testimony. The open record period closed at 5:00 p.m. on Tuesday, August 13th, 2019. On September 16th, 2019, the Hearings Officer made the following recommendation to City Council: DENY the Appeal and APPROVE the consolidated land use applications subject to 26 conditions of approval. Analysis, Conclusions, and Recommendations to the City of North Bend City Council, Concurrent Land Use Applications for Pacific Connector Gas Pipeline Early Works Alignment – 0.92 of a mile, APP 5-19 (Appeal of City of North Bend File Nos. Upon request, copies will be provided at a reasonable cost. Final Decision by the City Council: Pursuant to Ordinance No. 2002, enacted by the City on April 26th, 2016, the City Council shall review the record and the Hearings Officer’s recommendation to make their decision.
