Newport was host to more than 24,000 patrons for this year’s 37th annual Seafood and Wine Festival in South Beach. Festival-goers were met with non-traditional sunny weather and low winds during the majority of the festival weekend. Law Enforcement personnel at the Festival included officers from the Newport Police Department, Lincoln City Police Department, Toledo Police Department, the Sheriff’s Mounted Posse, representatives from the Oregon Liquor Control Commission, and TCB Security. Beginning Thursday, February 21st at 5:00 p.m., and ending Sunday, February 24, at 6:00 p.m., officers in Newport conducted 127 traffic stops, issued 15 traffic citations, and made 14 arrests. Two arrests were made at the Festival–one for Disorderly Conduct, Resisting Arrest and Assaulting a Public Safety Officer, the other for DUII. A total of two DUII arrests were made in Newport over the weekend. TCB Security ejected 72 intoxicated persons from the Festival, and handled two disorderly subjects, one drug complaint, three OLCC violations, 12 parking complaints, and one suspicious person. The Disorderly Conduct, Resisting Arrest and Assaulting a Public Safety Officer arrest stemmed from a complaint officers received regarding an intoxicated subject (later identified as Darrell Mark Orme, age 49 from Woodlands Park, Colorado) harassing vendors and patrons at the Festival. Officers located Orme within the Festival tent, and noted he displayed signs of heavy impairment. Due to the complaints and intoxication, officers directed Orme to leave the Festival. Orme ignored the officers and continued walking through the tent away from the exit. When officers attempted to physically escort Orme from the Festival, he began to flail his arms in resistance. At one point, Orme began swinging, and punched a Newport Police Officer in the face. He continued to resist arrest and struggle with officers. After a Taser was deployed, officers were able to secure Orme in handcuffs. Orme continued to struggle while escorted from the tent and secured in a patrol car. Orme was lodged in the Lincoln County Jail on charges of Disorderly Conduct, Resisting Arrest, and Assaulting a Public Safety Officer. He was released from custody on 02/24/2014. The DUII arrest at the Festival occurred at closing on the final day of the Festival. A witness reported a vehicle attempting to enter the Festival site though an exit only, and then backing into traffic, creating a hazard. The witness reported concerns the driver may be intoxicated. Officers located the vehicle operated by Thomas W. Langhans, age 25 from Vallejo, California, driving on Festival grounds. Langhans displayed signs of intoxication. Langhans consented to field sobriety tests, and failed the tests. Langhans was transported to the Lincoln County Jail, where he consented to a breath test that registered .21% BAC. He was lodged on charges of DUII, and issued a citation for Driving While Suspended.
