A couple fishing in Netarts Bay on the North Oregon Coast drowned Thursday when their small boat capsized during an outgoing tide. The two were not wearing life jackets when rescue personnel reached them in the cold waters of the Pacific Ocean and returned them to shore. They were transported to a Tillamook hospital, but were unresponsive.
