On May 20th, 2019, the City of North Bend Planning Commission conducted a public hearing on consolidated land use applications, Case File Numbers FP 4-19 and CBE 5-19, application for floodplain development and estuary management review to authorize a temporary dredge transport pipeline and dredge offloading facility including bridge crossing and support structures for dredge material disposal in the Heavy Industrial (M-H) zone district. The Applicant presented the proposal. The City Planning Commission received written argument, evidence, and testimony and heard oral public comment that was for and against the proposal as well as neutral to the proposal. Action: The City Planning Commission closed the public hearing and voted to leave the record open to allow for the submittal of additional argument, evidence, and testimony. The open record period deadlines are as follows: Submission of Additional Argument, Evidence, Testimony DUE: Monday, June 10th, 2019 at 5:00 p.m. Submission of Rebuttal Response DUE: Monday, July 1st, 2019 at 5:00 p.m. Submission of Final Response by Applicant on Rebuttal DUE: Monday, July 8th, 2019 at 5:00 p.m. Applicable Criteria: North Bend City Code (NBCC) Sections 18.60.040, Notices; 10.12.050, Article II. Transportation Impact Study Requirements; and, Chapters 18.04, General Provisions; 18.44, Heavy Industrial Zone M-H; 18.48, Floodplain Zone F-P ; 18.50, Tsunami Hazard Overlay Zone; 18.56, North Bend Airport Overlay Zone; 18.88, Coos Bay Estuary Management Plan (Units 48-CA, 48A-CA, 48-CS, 50-NA, 51-CA, and 52-NA); 18.92, Administration, Enforcement, and Interpretation. The Planning Commission will reconvene for deliberations and make a final decision on the matter at their following regularly scheduled meeting on Monday, July 15th, 2019 at 7:00 p.m. At this time, the Applicant may provide an oral summary of their Final Response on Rebuttal. No new argument, evidence, or testimony will be accepted at this time.
