PCGP Public Hearing in North Bend, Nov. 24

City of North Bend release – The Council of the City of North Bend will hold a remote regular meeting on Tuesday, November 24th at 7:00 PM in the Council Chambers of City Hall, 835 California Street, North Bend, Oregon. At its meeting on October 27th, 2020, the City Council directed that an application submitted by Pacific Connector Gas Pipeline (“PCGP”) requesting either (1) the authorization of a one-year extension of City Permit Nos. FP 2-18/CBE 3-18 or (2) determine that no such extension is required be set for public hearing before the Council. The criteria applicable to applicant’s request are set forth in NBCC 18.92.040, or alternatively, the plain text of NBCC Title 18 if NBCC 18.92.040 is found on review to be not applicable to applicant’s request. The approval criteria applied to the initial issuance of these permits are not applicable criteria for this review proceeding. All testimony and evidence must be directed toward the applicable criteria. Failure to raise an issue with sufficient specificity to afford the decision maker and the parties an opportunity to respond to the issue precludes appeal on that issue. The Council will, first, consider the applicant’s request to determine if NBCC 18.92.040 is applicable. If Council finds NBCC 18.92.040 is applicable, the Council will consider applicant’s request to authorize a 12-month extension of permits granted under Case No. FP 2-18/CBE 3-18. If Council finds NBCC 18.92.040 is not applicable, the Council then will consider applicant’s request to find that a 12-month extension of permits granted under Case No. FP 2-18/CBE 3-18 is not required and that such permits are not subject to expiration, in accordance with the plain text of NBCC Title 18. Persons wishing to address the Council shall be limited to a period of 3-minutes per person with preference being given to North Bend residents and non-resident business and property owners. If any group of three or more persons sharing a common viewpoint on any subject wishes to address the Council during the time for comment, the group may select a spokesperson, who shall present the views of the group to the Council. Written testimony in the form of petitions, letters, etc., may be presented to the Council for consideration.
