On May 24, 2014, Newport Police K9 Officer Keith Garrett conducted a routine traffic violation stop. During the stop Officer Garrett obtained consent to search the vehicle. Officer Garrett deployed K9 Eyan to search the vehicle and its contents. K9 Eyan alerted to several areas inside the vehicle, including a backpack. During a consent search of the backpack, and during the on-going investigation, Newport Police Officers located methamphetamine, digital scales, packaging material, and other evidence of drug sales. Arrested at the scene was Keith Lee Kowitz, age 38 of Waldport, for the crimes of Possession of a Controlled Substance-Methamphetamine, and Delivery of a Controlled Substance-Methamphetamine. His bail was set at $150,000. This is the third vehicle drug interdiction arrest Officer Garrett and K9 Eyan have conducted during the month of May 2014, and the tenth interdiction deployment during the same time period.
