News release CB Police Dept. On Tuesday, May 17, 2016, at approximately 2:42 pm Steven Lee Stemmerman, a 25 year old Coos Bay resident was taken into custody without incident for Rape 1 following a week long investigation. On Tuesday, May 10, 2016, a Coos Bay juvenile reported she had been given alcohol and drugs at Stemmerman’s home to the point of extreme intoxication. The juvenile reported that while she was physically helpless, Stemmerman engaged in sexual contact with her. Oregon law states that a person who is intoxicated to the point of physical helplessness is unable to give consent to sexual acts. Stemmerman was lodged at the Coos County Jail. Stemmerman’s bail is listed at $500,000.
