Wastewater Treatment Plant No. 2, City of Coos Bay news release. The City of Coos Bay will be installing a new sewer outfall pipe from the newly constructed Wastewater Treatment Plant No. 2. For safety reasons, public access to Fulton Avenue west of S. Empire Boulevard will be closed.
