Methamphetamine Dealer Sentenced to 23 Months
News release from SCINT.  Domonique Nicole Philyaw was sentenced to twenty-three months in custody after a negotiated plea.  The sentence stems from an investigation initiated by SCINT Detectives in late October 2013. Detectives suspected Philyaw was selling methamphetamine from an apartment in the Virginia Court apartment complex in North Bend, Oregon.  Combining surveillance, informants and community complaints regarding short stay traffic at the defendant’s apartment, detectives obtained a search warrant for Philyaw’s apartment. The search revealed over 13 grams of methamphetamine, marijuana, a firearm, drug transaction records, packaging materials and $1300 in cash. This amount of currency did not correspond with the defendant’s statements she was on social assistance.  It was alleged Philyaw’s minor children were present at the residence when Philyaw would conduct her drug deals. Through witness interviews, detectives believed the children actually complained of the high volume of foot traffic to the apartment.  Further investigation revealed Philyaw was organized with Katherine Casteel in the distribution of prescription pills and methamphetamine. Casteel previously plead guilty to Unlawful Possession of Methamphetamine and was sentenced on April 24th, 2014.  Philyaw plead guilty to two counts of Unlawful Delivery of Methamphetamine and one count of Child Neglect in the First Degree. Pursuant to Oregon Sentencing Guidelines Philyaw was sentenced a total of twenty-three months in custody followed by thirty-six months post-prison supervision.  SCINT encourages the public to report narcotics activity on the web by going to www.scint.us and “Report a Dealer”.
