News release from the Newport PD. On September 16th and 17th, 2015, Newport Police Officers partnered with local law enforcement agencies and the U.S. Marshals Task Force to conduct a multi-law enforcement agency warrant sweep operation. The operation focused on the execution of outstanding felony arrest warrants, and the investigation of sex offender compliance, to include violations of the Adam Walsh Act. Other potential targets during this sweep included the Newport Police Department’s and Lincoln County’s “Most Wanted”. During the two-day operation, 23 arrests were made by participating members, and 186 Sex Offender Registration Compliance Checks were completed. Officers effected forced entries into two separate residences where wanted subjects were hiding from law enforcement. During one arrest, a subject was identified as being wanted and led officers on a short foot pursuit that resulted in the suspects’ capture. Arrests were made of the following individuals during the operation; Todd James Spencer, 25, of Otis, Oregon; Tara June Smith, 33, of Otis, Oregon; Ethan Noblin, 26, of Otis, Oregon; Jeffery Cottam, 25, of Otis, Oregon; Shelbi Renelle Smith, 24, of Otis, Oregon; Sarah Dauenhauer, 27, of Siletz, Oregon; Louis Izzo, 41, of Newport, Oregon; Raven Hatfield, 20, of Siletz, Oregon; Benjamin Palm, 36, of Newport, Oregon (Forced Entry arrest); Shawn Garafalo, 25, of Siletz, Oregon; Israel Bynum, 37, of Siletz, Oregon; Jesse Ramsey, 35, of Siletz, Oregon (Forced Entry arrest); Valerie Daugherty, 47, of Newport, Oregon; David Goodwin, 46, of Newport, Oregon; Jonathan Rilatos, 54, of Siletz, Oregon; Jose Rodriguez-Aguilar, 26, of Siletz, Oregon; Camden Flock, 27, of Siletz, Oregon (Foot Pursuit arrest); Chistopher Phipps, 24, of Siletz, Oregon; Nicholas Borden, 25, of Siletz, Oregon; Joshua Hoff, 23, of Siletz, Oregon. The U.S. Marshal Service will continue to follow-up with some of the Sex Offender registrations, with the possibility of Charges being pursued under the Adam Walsh Act. (The Adam Walsh Child Protection and Safety Act is a federal statute.) This was the third consecutive of this type of multi-agency operation. It continues to be successful each year.
