They Brought it to the Coast, July 8

An ugly incident on a Central Oregon Coast beach the Fourth of July brought a response from the District Attorney of Lincoln Co. Seven individuals were taken into custody, including two male juveniles, following a report of illegal fireworks in front of the Spanish Head Resort at Lincoln City. Responding officers were met with taunts “and ended with the suspects yelling racial slurs.” DA Jonathan H. Cable commented in a news release July 6, 2020, that in order to prove a Bias Crime “several criteria must be met. Unfortunately using racist or derogatory language is not in itself criminal under Oregon Law.” He adds there must be offensive physical contact, destruction of property, or threat of serious physical injury to prove Criminal Bias. The suspects, all from Clark Co. Washington, were also allegedly involved in harassing a family on the beach with racial slurs. Officers had to assist the victims to safety. “The suspects are not in custody due to the Lincoln County Jail’s policy related to COVID-19, which has limited the number of charges for which a suspect can be incarcerated pretrial.” The suspects include: Gennadiy Kachankov (30), Antoliy Kachankov (28), Andrey Zaytsev (28), Oleg Saranchuk (45), Ruslan Tkachenko (22). They were charged with the following crimes: Riot, Interfering with Police, Disorderly Conduct II, Harassment, Possession of Illegal Fireworks, and Offensive Littering. All were cited and released. An additional male, who refused to identify himself and who had no ID on his person, was transported to the County Jail for fingerprint identification, and also charged with the above listed crimes. In addition, Yuriy Kachankov (30) of Clark County WA was also charged the same listed charges along with Resisting arrest. He was cited and released.
