Vehicle Pursuit, Sept. 29

On September 28, 2017, at approximately 12:47 am, the Lincoln County Sheriff’s Office was involved in a vehicle pursuit in the Otis area. Deputy Shawn Carter and his K9 partner Bonni attempted to stop a black 2003 Dodge Durango on N. Northbank Road near Deer Valley Road. The vehicle failed to yield and attempted to elude the deputy. During the pursuit, the driver of the SUV lost control trying to negotiate a curve at a high rate of speed in the 400 block of Yodel Lane . The vehicle left the roadway and struck a ditch causing it to spin and roll over into the yard of an adjacent residence. Deputy Carter deployed K9 Bonni and was able to deter the male driver of the SUV from attempting to elude the scene on foot. Lincoln City Police responded to assist in taking the driver into custody. The driver was identified as 31 year old William Ray McGinnis of Lincoln City. Mr. McGinnis was treated and released from the Samaritan North Lincoln Hospital for minor injuries to his hand prior to being lodged at the Lincoln County Jail. He was arrested on new charges of Felony Attempt to Elude Police and Reckless Driving. In addition, Mr. McGinnis was found to have two separate felony warrants for his arrest. The warrants were issued by Marion County and the Oregon State Parole Board in June 2017.
