News release from the Lincoln Co. Sheriff’s Office. On April 12, 2015 at approximately 7:15PM Lincoln County Sheriff’s Deputy Karl Vertner contacted Chester William Smith Jr., age 29, at his Otis home in regards to a felony warrant out of Washington State for Possession of a Controlled Substance. Smith Jr. was taken into custody and transported to the Lincoln County Jail where he was lodged on the Oregon charge of Fugitive from other states with his bail set at $150,000.
