News release City of Coos Bay. The City has commenced construction of a new wastewater treatment plant at the northeast corner of Fulton Avenue and Empire Boulevard. The construction has been ongoing for several months now, and it is anticipated to be completed by September 2018. This weekend, the City’s contractor will be mobilizing equipment; and while no construction activity will be occurring, citizens will be able to see large equipment such as cranes and pile driving equipment on the construction site. This mobilization is in preparation for driving sheet pile walls along the western side of the project adjacent to Empire Boulevard. The sheet pile walls will act as construction shoring for the Influent Pump Station. The driving of the sheet pile wall will most likely make loud noises and cause some vibration during the following week.
