Douglas Co. Meth/Heroin Bust, Jan. 26

On Wednesday evening (01/24/2018), at approximately 10:40 PM, DINT served a search warrant at the residence of 38 year old Jeffrey Michael Bell, located at 432 W Umpqua Street #12, in Roseburg. Four persons were located inside the apartment, including Bell himself. A search of the residence revealed almost 1 pound of methamphetamine, approximately 2 grams of heroin, a large amount of cash, and assorted drug paraphernalia. Bell’s residence is located within 1,000 feet of Roseburg High School, which carries additional penalties. 33 year old Joshua Troy Walker was also contacted inside the residence at the time the search warrant was executed. Walker had multiple warrants for his arrest and he was taken into custody without incident. 34 year old Chelsea Nicole Jones was contacted inside the residence as well. Jones was alleged to be in possession of a small quantity of heroin. Jeffrey Bell was lodged at the Douglas County Jail on charges of: Unlawful Possession of Methamphetamine, Unlawful Delivery of Methamphetamine, Unlawful Delivery of Methamphetamine within 1,000′ of a School, Unlawful Manufacture of Methamphetamine, and Unlawful Possession of Heroin. Joshua Walker was lodged at the Douglas County Jail on the warrants for his arrest which include: Theft 2nd Degree, Unlawful Possession of Heroin, Probation Violation, and Failure to Appear. Chelsea Jones was cited and released for Unlawful Possession of Heroin. One pound of methamphetamine is a very large quantity that has been removed from circulation in our local community. A typical user quantity is a very small amount, usually around a half of a gram.
