On December 24, 2016 at about 10AM, OSP Troopers and emergency personnel responded to the report of a multiple vehicle crash on Highway 30 near milepost 81 (approximately 15 miles east of Astoria). Upon arriving on scene they discovered an adult male had been struck while outside his vehicle and killed. Preliminary investigation revealed a two vehicle crash had occurred on Highway 30 due to icy conditions. A 1996 Toyota 4Runner and a 2011 Honda Odyssey were involved in a minor, non-injury crash caused by lack of traction on an icy roadway. Both these vehicles came to rest on the highway. The occupants were outside their vehicle standing on the highway when a third vehicle, a westbound 1998 Subaru Legacy, lost control on the icy highway and struck the Toyota 4Runner. Edward C CARLSON, age 59, of Long Beach, Washington (an occupant of the Toyota) was standing outside that vehicle when he was struck by the Toyota and the Subaru. He was later pronounced deceased at the scene. Another occupant of the Toyota, Lorraine K SEBASTIAN, age 62, of Castle Rock, was also struck by at least one vehicle while standing on the roadway. She was taken to Legacy Emanuel Medical Center for life threatening injuries. The driver of the Subaru, Daniel D CARTER, age 70, of Rainier, OR, was not injured. The occupants of the Honda received minor injuries from the initial crash with the Toyota. They were identified as Earl J LOWERY, age 66, and Nancy K LOWERY, age 64, both of Kelso.
