Oregon State Police (OSP) is continuing the investigation into Saturday afternoon’s pedestrian-involved fatal traffic crash that occurred in the northbound lanes of Interstate 5 in Roseburg. Preliminary investigation indicates on June 14, 2014 at approximately 2:05 p.m., CHARLES P. EARWOOD, age 50, from Roseburg, was reportedly walking in a northbound lane of travel on Interstate 5 near milepost 126. As a commercial truck approached in the right northbound lane, EARWOOD stepped in the truck’s path and was struck by the right front section of the truck.  EARWOOD was pronounced deceased at the scene. Information developed to this point indicates he has a history of mental illness and his action might have been intentional. OSP is working with the Douglas County Medical Examiner to confirm if this was intentional.  The truck’s driver, WILLIAM R. IBEN, age 47, from Chehalis, Washington, was not injured and cooperated fully with the investigation.  OSP was assisted at the scene by local emergency responders and ODOT. The right northbound lane was closed for the duration of the scene investigation. Senior Trooper David Stone is the lead investigator.
