News release City of Coos Bay. The City of Coos Bay authorized Mortenson Construction to install a sanitary sewer mainline on S Empire Blvd between Pacific Avenue and Fulton Avenue. The crew will commence with construction beginning Wednesday October 19th. The project duration is approximately two days. For safety reasons, this work will require closing S Empire Blvd between Pacific Avenue and Fulton Avenue. Traffic will be detoured onto S Marple during construction with business access on S Empire Blvd open at the north end of the detour. The construction crew will take all precautions and necessary actions to minimize the disturbance to surrounding residents and vehicles. The Contractor will work with the residents to ensure safe entry and exiting during the road closure; however, they will experience delays.
