On November 13, 2021, at about 7:09 P.M., Oregon State Police Troopers and emergency personnel responded to a report of a pedestrian vs. Semi crash that occurred on Interstate-5 near milepost 234 southbound outside Albany. The preliminary investigation revealed Daniel Montoya (39) of Albany was observed laying down on the northbound side of Interstate-5 and then began running across the northbound and southbound lanes of Interstate-5. As he crossed the southbound lanes of travel, he ran in front of a non-involved passenger car that swerved to not hit him. Behind, the passenger vehicle was a 2021 Mack semi-Truck driven by Alan Steven (26) of British Columbia, Canada, who was southbound in the slow lane of Interstate-5 and could not avoid colliding head-on with Montoya. Montoya was pronounced deceased at the scene. OSP was assisted at the scene by the Albany Fire Department and the Oregon Department of Transportation. The southbound lanes of Interstate 5 were closed during this investigation.
