Elrod Ave. & So. 7th St., CCSO release – On January 16th, 2019 at 2:19 PM, a Deputy with the Coos County Sheriff’s Office initiated a traffic stop on a vehicle near Elrod Avenue and S 7th Street, Coos Bay, Coos County, Oregon, for multiple traffic infractions. As the Deputy was approaching he observed 35 year old Richard Luck sitting in the driver’s seat. The Deputy checked Richard Luck through the state and national data base and learned he was Driving While Suspended at the Misdemeanor Level. The Coos County Sheriff’s Office Dispatch Center also advised Richard was on Parole through the Coos County Community Corrections Office. Richard’s Parole Officer was contacted and a detainer was authorized. Richard was taken into custody without incident and a narcotics detection K9 was called to the scene. The narcotics detection K9 alerted to the presence of narcotics inside the vehicle. A search was conducted and a spoon with residue and a scale with residue were located. Both were sent to the Oregon State Police Forensic Lab for a controlled substance Analysis. Richard was transported to the Coos County Jail and lodged without incident. Richard is currently on a downward departure, and if his parole is revoked, he could face 12 years in prison for the previous and current charges. Richard was issued a citation for Driving While Suspended at the Misdemeanor Level. Richard will be referred to the Coos County District Attorney’s Office for Unlawful Possession of Heroin.
